Admission Terms

Bookings are accepted with the expectation that the delegate will attend the course in full.  Please note: This applies to both the start and the end of the session.  At the trainer's discretion, delegates may be refused entry for late arrival, i.e. more than 30 minutes after the publicised start time.  Any legitimate need to leave a session early must be discussed in writing with the HSCB Training Coordinator prior to the session, or, in more urgent cases, discussed and agreed with the trainer in person before the session gets underway.

Unconfirmed Attendance

For Health & Safety reasons, trainers have the authority to refuse entry to unconfirmed attendees, especially if a training session is already at full capacity.  Please note: Attendees who do not have a registered HSCP training account, or who have not booked to attend an event, should be aware that they will not be automatically eligible for, and be able to download, a certificate even if the trainer gives permission for them to remain in the session.  Manually created certificates are no longer prepared and issued by the HSCP Unconfirmed attendance will be brought to the attention of the HSCP Training Coordinator and will be later discussed with an attendee's line manager.

Course Attendance Charges

From 1 April 2011, all delegates from agencies that do not contribute to the HSCP budget, including district and borough councils, out of county providers and profit making private and independent organisations, will be charged for their staff to attend HSCB training courses. This will be at a cost of £75.00 per person per full-day course, or £50.00 per person per half-day course.

Lite Bite sessions are charged at £30 per person.  Sometimes a course's current title does not immediately reflect its Lite Bite status, but if a course is classed as a Lite Bite, this will be stated clearly under 'Detail:' within the course's description on the Events & Courses section of this site.

Non-chargeable Agencies:

Courses are only free of charge to the following agencies:

  • Early years settings, i.e. pre-schools, nurseries, childminders or children’s centres
  • Schools including academies and free schools (family support workers and parent support workers are invariably on a school's payroll)
  • The University of Hertfordshire and Hertfordshire Colleges
  • HCC staff including adult care staff
  • Hertfordshire's NHS Trusts
  • BeNCH Probation service
  • Hertfordshire Constabulary
  • Fire & Rescue, Stevenage
  • Volunteers in the Voluntary Sector

Chargeable Agencies:

  • Private for profit organisations including individual consultants
  • District and Borough councils
  • Any non-Hertfordshire provider, i.e. out of county
  • Housing Associations

'Purchase Order Number or Cost Code' It is currently a mandatory requirement for all delegates, regardless of agency, to complete this field when booking onto all events, free of charge or otherwise.  The information entered will only be used in relation to chargeable courses and cases of non-attendance.

  • District and Borough Council employees must enter a Purchase Order Number.
  • Hertfordshire County Council (HCC) employees must enter their department's Cost Centre Code (for use in cases of non-attendance or late-cancellation only).
  • HCC School Staff must enter their School Number.
  • Volunteers must enter N/A in this field.

Academies and Free Schools will be invoiced separately.

'Organisation Type' This must be chosen correctly from the choices in the drop-down menu.  Please note: Once set, this registration field cannot be amended by delegates after submission. Any requests to change the data in this field must be sent in writing to the HSCP Training Coordinator.

Cancellations and Non-Attendance Charges

Unfortunately, we do experience a significant problem with non-attendance and late cancellations. 

Cancellation charges of £75.00 per person per full-day course, £50.00 per person per half-day and £30 for Lite Bite courses will apply to all agencies if delegates fail to attend on the day, or fail to advise HSCP in writing more than 14 days in advance of the course that they are no longer able to attend.

Cancellations

As demand for HSCP courses is high and some applications may be unsuccessful, early cancellation is important in order that the place can be offered to another participant.

You are able to cancel your own place more than 14 days before the course by logging into the HSCB events page here – http://hscb.event-booking.org.uk/login

If you wish to cancel your place less than two weeks before the date of the course you must email us at hscbcourses@hertfordshire.gov.uk. You will not be able to cancel your own place with less than two weeks to go.

If we are given less than two weeks' notice of cancellation, the full charge of the training will be made. This applies to both partners and non-partners.

Non-Attendance

If you do not attend a course that you have booked on to, we will email you and your manager/finance team (you would have given us these details when you created an account to book onto our events).

You will be charged the full amount for the course. A full day course is charged at £75.00, a half day course is charged at £50.00 and a Lite Bite session at £30.

Invoices for course fees, non-attendance, or late cancellations will be sent to agencies after the course.

Unforeseen events/exceptional circumstances

We understand that unforeseen events/exceptional circumstances can lead to late-cancellation or non-attendance, in which case, the HSCP may consider to waiver the non-attendance fee if a full and valid explanation is offered. You, or your line manager, must inform us at your earliest opportunity, either before the training course or within 7 days afterwards, by emailing hscpcourses@hertfordshire.gov.uk. The HSCP Training Coordinator will use their discretion in deciding whether a waiver will be made.

Cancellation charges may be waived at our discretion if:

  • the reason is an emergency, e.g. illness of delegate or close relative;
  • a bereavement;
  • if we are partly at fault, e.g. not provided correct information or not sent an email.

Cancellation charges will not be waived if a staff member did not see the confirmation email, did not see the two reminder emails, forgot about their booking, or their manager did not plan the staff rota to enable attendance.

Delegate Substitutions

Booked delegates who are unexpectedly unable to attend training but are able to send a colleague in their place must inform the HSCP Business Unit as a matter of urgency on 01992 588506 and then confirm the details of their chosen representative in an email immediately afterwards using this email address: hscpcourses@hertfordshire.gov.uk.

HEALTH & SAFETY REQUIREMENT - Representatives of booked delegates, delegates who booked late, or delegates who arrive late, MUST add their name to the pre-printed attendance list (in the training room) upon arrival, or make themselves known to the trainer at a convenient point and ask to be added. In the event of an evacuation, a precise record of attendance would be paramount to a conclusive Emergency Services roll call.

Please note: Certificates are generated electronically by the booking system.  Only registered delegates, therefore, are able to download a certificate in their name from their HSCP training account after an event and only after their attendance has been confirmed by the trainer.  Manually created certificates are no longer prepared and issued by the HSCP.

Training Cancellation by the HSCP

Due to unforeseen circumstances such as trainer illness or adverse weather conditions, on rare occasions, the HSCP may be required to cancel training with limited notice. If this occurs, delegates will be notified by email.  We will not reimburse costs incurred by organisations such as those incurred in releasing staff to attend courses or travel expenses.

HSAB Training Cancellation and Charging Policy

HSAB training courses will generally be provided free of charge but this does not mean that the courses are free to provide. Charges will be levied on individuals that fail to attend booked courses or do not give adequate notice, as defined below.

Course Attendance Charges

Cancellation is charged at £50 for half-day, £30 for Lite Bites, £75 for full day.

Cancellation charges will be levied to the following groups:

  • Any partner agency of the HSAB including District and Borough Councils
  • Housing Providers
  • Adult Education Settings
  • Voluntary Sector – including faith communities, care providers

Bookings are accepted with the expectation that the delegate will attend the course in full - please note delegates will be refused entry for late arrival i.e. arrival more than 30 minutes after the publicised start time. If a participant is unable to come to a course once they have a confirmed place please let the Safeguarding Board Business Unit know in advance. Cancellations with at least 14 calendar days’ notice will not incur a charge. Late cancellations, those received with less than 14 calendar days’ notice will incur a charge of £50 a half day training event, £30 for Lite Bites and £75 for a one day training event and £100 for a two day event. Managers will be informed of participants who do not attend on the day.

Waiving charges:

Cancellation charges are waived at our discretion if:

  • the reason is an emergency, e.g. illness of delegate or close relative;
  • a bereavement;
  • if we are partly at fault, e.g. not provided correct information or not sent an email.

Cancellation charges will not be waived if a staff member did not see the confirmation email, did not see the two reminder emails, forgot about their booking, or their manager did not plan the staff rota to enable attendance.

Charging:

Charges will be levied for all attendance by any non-Hertfordshire provider or organisation at £30 for a Lite Bite, £50 for half-day, £75 for full day.
